Ajatuksiani Tansanialaisesta koulujärjestelmästä / My Notion of the tanzanian School System

Uskomatonta, että olen ollut täällä Tansananiassa neljä viikkoa! Ja onneksi on vielä 8 viikkoa edessä. Vaikka olen törmännyt kulttuurieroihin, olen silti tyytyväinen ja iloinen mahdollisuudestani tutustua tähän mielenkiintoiseen maahan.

Tällä viikolla koululla jatkuivat tutkinnot kuulevien lasten puolella. Näyttää siltä, että näiden viimeisten kolmen viikon aikana ennen lomaa, oppilaat eivät saa opetusta. Kuulevia oppilaita on hoidossa kuurojen puolella. Porukka istuu pöydissä, muutama opettaja valvoo oppilaita tehden samalla kokeiden korjausta ja tulosten listaamista. Ilmeisesti oli suunniteltu, että kuurot oppilaat olisivat tietokoneilla osan aikaa. Mutta sähköjen poissaollessa tietokoneita ei voitu käyttää, joten oppilaatkaan eivät tehneet mitään muuta, kun juoksivat ympäri koulua opettajien puuhatessa omiaan opettajainhuoneessa. Jos minä koin olevani turhautunut, miltähän noista oppilaista tuntui?

Koululla ollessani olen antanut vierihoitoa opettajille tietokoneen käytöstä ja sähköpostitilin luomisesta sekä sähköpostin kirjoittamisesta. Jotkut ovat ensimmäistä kertaa tietokoneen ääressä. Tämän havainnon tehtyäni ymmärsin, että meidän koulutussessiomme ovat olleet aivan liian korkealentoisia. Nyt ainakin osaamme alentaa tavoitetasoamme ja pääsemme asian ytimeen. Mutta ne ilon ja onnistumisen hetket opettajien saatua omat sähköpostiosoitteensa luotua ja kirjoitettua viestejä, ovat antaneet voimaa itsellekin.

Olen ollut koululla ja tarkkaillut, yrittänyt selvittää oppilaiden päiväjärjestystä, millaista opetussuunnitelmaa he toteuttavat. Vielä näiden neljän viikon jälkeen kokonaiskuva on edelleen yhtä epäselvä kuin tullessanikin. Minä ja tansanialainen työparini laadimme työtiimillemme (koulun rehtori, erityisopetuksen koordinaattori ja suomalaiset vetäjät) muutaman kysymyksen koulun toiminnasta ja toiveen saada kopiot sekä valtakunnallisesta opetussuunnitelmasta että kuurojen opetussuunnitelmasta. Kun vastauksia ei alkanut kuulua, sovimme tapaamisen erityisopetuskoodinaattorin kanssa. Hänelläkään ei opetussunnitelmaa ollut, mutta hän tiesi, keneltä hän ehkä sen saisi. Joten toiveissa on hyvä elää!

Muuten palaveri oli antoisa. Ensimmäistä kertaa erityisopetus on saamassa valtiolta tukea, pitää vaan toivoa, että tuki saadaan myös oikeaan paikkaan. Toinen hyvä signaali tämän valtion kiinnostuksesta kehittää koulutusta on se, että opetusministeri haluaa ilmeisesti tavata minut ennen paluutani Suomeen. Tällä erityisopetuksen koordinaattorilla on hyvät yhteydet ja kontaktit tähän ministeriin, jolle hän on kertonut toiminnastamme.  Sanoin, että jos tapaaminen saadaan järjestettyä, on erityisen tärkeää, että koko tämän projektin päätiimi on paikalla. Oleellistahan tulevaisuuden kannalta on, että tansanialaiset ottavat tämän projektin haltuunsa ja me suomalaiset jäämme taustatukijoiksi. Mielenkiinnolla jään seuraamaan, toteutuuko tapaaminen.

Onnistuneen palaverin jälkeen minä ja työparini menimme syömään sekä keskustelemaan palaverin jälkeisistä fiiliksistä sekä tansanialaisesta koulutusjärjestelmästä. Kun palasimme takaisin autolle, oli auton eturengas lukittu. Paikallinen ”parkkipirkkoporukka ” , kolme miestä, joiden englannin kielen taito oli heikko, vaativat minulta 50000 tzd avatakseen minun renkaani. Olin kuulema jättänyt, näin ymmärsin, auton tienpuoleiset renkaat vähän parkkiruudun ulkopuolelle ja siksi heidän piti toimia näin. Pahoittelin tilannetta. Päätin maksaa, sillä en oikein uskaltanut muutakaan tehdä. Selvisin 25 000tzd:llä, kun en vaatinut kuittia. Täällä näitä keinoja nyhtää länsimaisilta rahaa on monia, tämä yksi niistä. Minun olisi kuulema pitänyt puhua iltaan asti ja olisin näin voinut välttyä tältä rahastukselta, kertoi ystäväni, mutta vasta jälkikäteen.

It’s unbelievable I have been here in Tanzania four weeks! And 8 weeks left, I’m so glad of this. Although I have come across the Cultural Differences, I’m happy I have the Opportunity to explore this interesting Country.  

In this Week there have been Exams in the hearing pupils in the School. Some of them have been taken care of the Deaf Unit. Two Teachers have overseen the Pupils in the same time they have corrected Tests and Results of the Exams. I think in these last three Weeks before Holiday there are no really lessons in the School. The Pupils are nothing to do. If there is power of Electricity in the School, then maybe the Pupils are working with laptops. If I was feeling me quite frustrated, what about the Pupils?

Some Days in the School I have helped the Teachers creating their Emails and also writing them. One of the Teachers told me she is working the first Time in her Life with Computer. I realized in that Moment we have started our Education from too high level. Now I know where we need to Focus on in the next Time. Working with these Teachers and their glad Feelings after the success of the working by Laptops have given me wonderful Feelings and power to do this job, too.   

In these four Weeks I have spent Time in the School I have tried to get some kind of big Picture of the School System in Tanzania. Which controls the Activity of the School? I’m still as confused as in the Beginning. I and my Colleague have asked to get to see the National Curriculum of the School and also the Deaf. We’ll want to get the copies of them to get some kind of overall Picture of the System in Tanzania. We haven’t got them yet, but in the Meeting with the Coordinator of Special Education we got some hope to get them. She knew the Person who has the Curriculum and she is trying to get them to us.  

In this Meeting we got to know some good News: at the first time the Special Education are getting Money from the Government. The other good Signal from the Side of the Government is that the Minister of Education is interesting to meet me before I come back to Finland. The Coordinator of Education has the contacts to this Minister and she has told our working here. I said if she is going to get the Meeting it is important all our Working Group will meet the Minister. The very important Point of this Project is the Tanzanian people are taking, by and by, the Responsibility of the Development in their School System when we from Finland are making our Supporting in the Background. I’m looking forward the Meeting if it is coming true.

After this successful Meeting I went to eat with my Colleague to share our Feelings. We had a good Discussion of the Tanzanian Education Policy. When we came back to Car to drive back to School, there were three Tanzanian men who had locked the front tire of my car. If I understand right, they said I had left my tires a little bit outside of the Parking Space. And I had to pay 50 000 Tzd of to get out my car. I was sorry, so they said I can get it out of 25 000 Tzd without the Receipt. Of course I paid that I think I haven’t Mod to do something else. Afterwards my Friend said I should have talk with them so long I didn’t have to pay anything. How can I know the manners of the Foreign Culture? There are many ways to get money from the white People. This was one Example of them.
